At the meeting, the council introduced the culture and arts programme for 2019 to the sector's representatives and received their comments. Workers of the sectors expressed their gratitude to the Prime Minister for one of the major works planned for 2019, which is the construction work for the National Library. In response, he informed them that MNT 2 billion has been spent in its framework so far, and that the architectural design and location of the building is set. In his speech, PM U.Khurelsukh said, “Although it hasn’t been long since the establishment of the National Council on Culture and Arts, many issues have begun to be solved at the government level. The locations for the Mongolian Grand Theatre of National Arts and the Museum of Natural History and the necessary funds for its blueprints have been resolved. The instruments of the Mongolian State Philharmonic Orchestra have also been renewed, and theatres now have buses. In the coming years, works such as building the State Academic Drama Theatre and the State Academic Theatre of Opera and Ballet by its current architectural design, having historically and morally important films made as well as policy works on increasing teachers’ participation in enlightenment will be done as we can not develop without enlightenment works. The work to enlighten our citizens must be done on a national scale, therefore the Government of Mongolia is requesting the support of those of you, who are in the culture and arts sector. Alongside developing and having the core policy approved, the government is working on infrastructure issues, especially focusing on measures, such as construction work and renewal of equipment.” Director of Ulaanbaatar Ensemble R.Munkhsaikhan highlighted that copyright issues and training of personnel must be focused, and agreed that citizen development should be prioritized more than apartments and construction work. The National Council on Culture and Arts came to the decision to have a set of objectives, which includes public enlightenment, preservation and promotion of cultural heritage, development of creative industry and support of the classical and modern arts
